Now for the parliamentary procedure question.

How long does the Speaker of the House have to rule on when/if this comes up
for debate. There is some term that is escaping me but I am fairly sure
she has to make a decision in a few days.

They set debate I believe for today at 9am... They can however take up to two days as to determine where it will go from there. She (Pelosi) may opt to send it to a committee for review, or it may just die on the floor.
